The company was founded by the Belarusian side together with the British company Cable & Wireless Plc. in 1991. The company began providing cellular services of the NMT-450 standard on May 7, 1993. On February 6, 2003, the company began to provide cellular communication services of the IMT-MC-450 ("2.5G") standard. Since March 2006, the work of the old network of the NMT standard has been curtailed.
The company provided cellular communication services in the CDMA-450 standard under the DIALLOG™ trademark (previously the BelCel trademark was used, which was the most common name of the network used by Belarusians). The name of the company - BelCel - is the Russian version of the English name BelCel (Belarusian Cellular), which means "Belarusian Cellular".
In August 2002, a new investor came to the company - Infobank. In 2004, the share of CIB BV (Netherlands) in the authorized capital of JV BelCel LLC was 50%, the state enterprise Minsk City Telephone Network - 29.7%, Infobank - 17%, the state enterprise Minskobltelecom - 3.3%. However, by March 2005, Infobank withdrew from the founders, in connection with the nationalization policy pursued in the Republic of Belarus.
As of 2007-2008 the DIALLOG™ network covered 53.28% of the country's territory, where 75% of its population lived, including 93.38% of the urban population. There were 171 base stations in the Diallog network, of which 77 had EV-DO support enabled (since 2006 REV.0, since 2008 REV.A). The number of network subscribers was 99 thousand people. The market share of Belarus at that time was 1.3%. Approximately half of the company's subscribers were in Minsk. The average ARPU for the company was $11.5. According to Belstat, following the results of 2011, there were 9.7 thousand subscribers of IMT-MC-450 cellular communication against 14.5 thousand in 2010 and 93.3 thousand in 2005. According to Gennady Podgorny, the number of subscribers in 2010 was 196,000. In 2012, the number of subscribers, according to Viktor Novikov, was 11,000.
From January 2, 1992 to August 15, 2002 JSC JV "BelSel" was headed by Vladimir Andreevich Getmanov.
On August 15, 2002, at the meeting of shareholders of LLC "SP BelSel", the general director was appointed Oranzh Artem Nikolaevich. He held the position until February 20, 2004.
From February 2004 to July 15, 2005, Vladislav Stanislavovich Rachkevich was the head of LLC JV BelSel.

At the beginning of June 2012, the national operator RUE Beltelecom, which until now owned 50% of LLC JV BelCel, withdrew from the founders of the mobile operator. Beltelecom transferred (or sold) its share to Jarash IP Now BelSel is wholly owned by foreign capital: 50% to the Dutch enterprise CIB BV, and the other 50% to the Belarusian IP Jarash, which represents Cypriot capital in Belarus. Also, with the departure of RUE Beltelecom, unilaterally terminated the agreement with JV BelSel LLC on the provision of WLL services using the CDMA network, as a result of which JV BelSel LLC lost 170,000 subscribers.
As of June 2012, the company decided to drop the Diallog trademark. This was announced in an interview with Onliner.by by the company's CEO Viktor Novikov. The decision to liquidate the Diallog trademark was made in connection with the planned optimization of marketing and product promotion costs. Starting from this summer, when entering new offers of the operator, the legal name of the company and its logo will be used. BelCel announced plans to create a fourth-generation (4G) cellular communication network in Belarus in 2012-2013. The organization has begun negotiations with several equipment suppliers to organize a test zone for LTE at a frequency of 450 MHz. Depending on the outcome of the negotiations, the operator intended to use either LTE or EVDO Rev.B for further development.
Since May 2013 Acting Director General of LLC JV "BelSel" is Shinkarev Sergey Semyonovich.
On January 15, 2014, a message appeared on the website of the Ministry of Communications and Informatization of the Republic of Belarus that the BelCel operator was denied the renewal of a license to carry out activities in the field of communications. This decision was made taking into account the existing violations by the licensee of license requirements and conditions for carrying out activities in the field of communications in terms of the failure by the telecommunication operator to comply with the requirements specified in the license for the service area of the cellular mobile telecommunication network of the IMT-MC-450 standard: coverage of the territory where 90% of the population of the Republic of Belarus, and certain sections of roads specified in the license. The license to carry out activities in the field of communications, previously issued to JV BelSel LLC, was valid until January 23, 2014.
At 0:00 on January 24, 2014, the company shut down the network.
