Ukrainian President Volodymyr Zelensky has imposed sanctions against 2,251 Russian citizens and a number of foreigners. The decree was published on the website of the head of state.

The sanctions were divided into the following categories:

restrictive measures against relatives of the leaders of Russia and Belarus . The list includes the cousin of the President of Russia Igor Putin, the wife and daughter of the Minister of Foreign Affairs of Russia Maria Lavrova and Ekaterina Vinokurova, the son of the Secretary of the Security Council of Russia Andrei Patrushev, the wife of the Governor of the Kemerovo Region Anna Tsivileva, and the wife of the President of Belarus Galina Lukashenko; against leading officials and top managers , including against the head of the Central Election Commission, Ella Pamfilova, Russian Ambassador to Belarus Boris Gryzlov, Russian presidential aide Maxim Oreshkin, Chairman of the Board of Sberbank German Gref, former CEO of the Yandex group of companies Arkady Volozh; against representatives of the authorities of the new regions,included in Russia: Kirill Stremousov, Vladimir Saldo, Vladimir Rogov and others; against TV presenters and heads of TV channels : the general director of Channel One Konstantin Ernst, journalists Naila Asker-Zade, Anton Krasovsky and TV presenters Olga Skabeeva, Sergey Brilev and Tina Kandelaki, Olympic champion and head of the board of directors of the National Media Group Alina Kabaeva; against a number of heads of Russian regions : Andrei Vorobyov (Moscow Region), Radiy Khabirov (Bashkiria), Vladimir Uiba (Komi), Aisen Nikolaev (Yakutia) and others; against persons who, according to Ukraine, are engaged in "recruitment of mercenaries". In other decrees, Zelensky also approved the sanctions of the National Security Council of Ukraine against Roman Abramovich, Mikhail Prokhorov and 250 other Russian businessmen and their families. Restrictive measures provide for the blocking of both personal assets and those assets that the persons on the list could dispose of through third parties.

Sanctions were also imposed against 1.3 thousand organizations. The Russian Direct Investment Fund, Yandex, Alfa-Bank, Transcapitalbank, Ural Bank for Reconstruction and Development, Rostelecom, RusHydro, ALROSA, Moscow Credit Bank and others fell under Ukrainian sanctions.
